Saxe-Weimar is one of the smallest north German minors cabable of forming 
North German Federation and 
Germany. It starts in the sphere of 
Prussia and will most likely be annexed by the formation of NGF. It controls only a single province, Weimar, which produces 
grain. It is easily confused with the other north German countries 
Saxe-Meiningen and 
Saxe-Coburg-Gotha.
Strategy
The ever present threat of annexation by formation of NGF and/or Germany is the first thing one have to address. One needs to leave Prussia's Sphere of Influence, but doing so will make Prussia able to invade using the national unification casus belli. Therefore, one needs allies who can match Prussia. 
Austria is the first that comes to mind as they are the natural rivals of Prussia, but 
France or 
Russia are also possible. But first Saxe-Weimar has to get out of the sphere by rising to secondary power. One can do so relatively quickly by researching romanticism and medicine for quick prestige, but being a secondary power, before one can withstand Prussia does not help a lot.
