Montenegro is a civilized one-province absolute monarchy in eastern Europe mostly surrounded by the 
Ottoman Empire; it also borders Montenegrin city of Kotor which at that time was controlled by 
Austria. It has cores on the adjacent Ottoman provinces of Niksic, Pljevlja and Ulcinj, the last of which has a port on the Adriatic Sea. Together with 
Serbia it is one of two independent nations capable of forming 
Yugoslavia.
Montenegro has the second lowest population of all civilized powers. Only 
Lübeck has a smaller population.
The only RGO in Montenegro is 
fish, which doesn't help with anything.
Montenegro cannot in any sense compete with the Ottomans, so it will need the aid of a more powerful ally to obtain its cores. The logical approach is to ally a great power, such as neighboring Austria, and then to use the national focus on the Ottoman provinces to provoke a diplomatic crisis over them. Another way is to form an alliance with a nation like Austria or Russia and declare war on the Ottomans. Montenegro will almost certainly be conquered fairly quickly, but if you protect your army right and flee to a neighboring country you can let your allied nation do all the fighting for you. Austria usually allies with France, as does Russia, so either way you have two way powerful nations against the sick man of Europe.
All in all, the situation is very dire.

Slovenia have the possibility to form Yugoslavia.
