Bremen is one of the smaller German nations. It can form 
Germany if it raises to great power status, although that is very difficult. Bremen lies on the shores of the North Sea, bordered by 
Hannover and 
Oldenburg; it is in 
Prussia's sphere of influence. Bremen will be annexed once Prussia form 
North German Federation so getting out of Prussia's sphere is the first task.
Bremen also has several interesting opportunities. They are among the few German minor states with access to the sea. This means, that they can build a navy and attack countries far away. If you use an National Focus to engcourage 
soldiers and build a solid navy that is. You can utilize the alliance with Prussia too for this purpose. 
Denmark, 
Haiti or 
Colombia might be good targets. Several uncivs are also possible, but civilized nations give more prestige to win against, and that is hardly needed to raise to secondary power and take the decision Leave Sphere of Influence.
