Shimla is a small 
Indian state releasable from 
United Kingdom It lies in the Himalayas bordering 
Nepal, British India and 
Panjab, owning only a single province, the capital Shimla. It can form India if it grows powerful enough, but that is however very hard.
It does not have any foreign cores on its land so foreign aggression should be on a minimum and very soon it will be in UK's sphere thus giving it permanent protection.
It has Nepali as primary culture but both Panjabi and Marathi as accepted cultures. Therefore, Panjab can be a target of conquest once Shimla is in Britains sphere. It does however not have a possibility to do much before that. Nepal or 
Sikkim are also possible targets, as they have more Nepali POPs.
