Belarus is an eastern European nation releasable from 
Russia. It has one of the lowest literacy rates in Europe, which will halt industrialization for many years. On the other hand, it has a decent population especially in Minsk, so it should be possible to build up a strong industry in the long run.
When Belarus is released from Russia, it will be entirely surrounded by it, which makes conquest hard. On top of that it does not have any sea access.
One can consider before releasing Belarus, to release 
Ukraine, 
Poland and/or 
United Baltic Nations or 
Latvia, 
Estonia and 
Lithuania to get some nations beside Russia to border. Some of these nations, does however have cores on the same provinces as Belarus.
First steps
The first choice to take and the choice that will define the rest of the campaign is, if you should ally Russia and get in their sphere of influence or if you should be antagonistic towards them and gain some other great power ally.
The natural choice is to ally Russia, and use their army to annex anything with a coastal province. One can go after colonies in Asia or a european country. 
Korea, 
Sindh, 
Denmark or The 
Ottoman Empire might be good targets depending the web of alliances emerging.
