Next one have to reclaim the un-owned cores from either Russia or Austria (depending on from which nation Ukraine was released).

North German Federation is the ideal ally and one should seek to be allied with them.
From that one can try to catch up with western Europe tech-wise and colonize Africa, take more of the Austrian land which isn't rightfully Austrian or try to liberate the Balkans from 
Ottoman Empire.
