Australia starts as a part of

Due to its position in Oceania it will get a 10% modifier to immigrant attraction and assimilation.
Australia will get a decent population over time from immigrants around the world. In the first 15 years the population will likely more than double.
When Australia can wield a decent army,

Australia's decent literacy can be used to research techs that give prestige. It can also wield a decent industry of cement factories. When one is secondary power, one can colonize central Australia.
