Venice is a small civilized nation in northern Italy, releasable from Austria. It is part of the unformed Italy, after the decision Italia Irredenta and it is normally the justification of an Italian-Austrian war.
The Venetian republic was once a powerful force in Europe, but has now declined and it will be quite weak when released.
They have a very homogeneous population if they're quickly released from Austria, otherwise overtime the other nationalities especially Austrian than Italian will start to immigrate. You will need to have a homogeneous population to invade weak countries. The very strategy is getting Austria to do dirty works while you back stab them.
Early strategy
There are two obvious choices, when it comes to building alliances:
- Building relationships with Russia and eventually getting an alliance to invade Austria to Istria, Dalmatia, and other Austrian Balkan lands.
- Alternatively one can forget taking Austrian lands, and form an alliance with them. Venice will start with a 200 relation and will easily be sphered by Austria. Then Venice can use them to attack nations like Two Sicilies or Egypt.
Most of the other land which holds North Italian culture is unfortunately in the sphere of either Austria or France which makes them effectively impossible to take.
Economy
Venice has plenty of fish as well as some fruit, iron and silk. this means it will suit a canned food factory, a luxury clothes factory or a winery. They also have a lot of rooms for expansion in the Balkans.
If Italy forms
If Italy forms, they will most likely take the decision Italia Irredenta. By that time they will become aggressive, and Venice will need a powerful ally. Even if Venice have an ally, which can win the war for them, it will still be costly, as Venice would most likely be occupied.
The best thing to do is to either get so powerful, or get an ally so powerful, that Italy is discouraged from attacking at all. Only United Kingdom or Germany is that powerful.
