Qinghai is a substate of the China. It lies in the middle of China, bordering only countries which are also either Chinese substates ( Yunnan, Xinjiang, Mongolia) or Chinese vassals ( Tibet). In the east, Qinghai borders directly to their overlord.
If China westernizes before Qinghai, it will be annexed, but if Qinghai manages to do it first, they will become fully independent. China will however still have cores on Qinghai.
As the ruling family in this substate are Hui people (Chinese Muslims), the state religion is Sunni Islam, although about 80% of the population adhere to Mahayana Buddhism and only 4.1% are Sunnites. Beifaren is the primary culture and makes up for 70.5% of the population, the rest are Nanfaren, Mongol, Tibetan and Asian Minor minorities.
With its male population of 7.34 million and total population of 29.38 million, Qinghai is among the lesser populated Chinese states and thus may be influenced by Great Powers without ultra large negative percent rates due to high population.
Qinghai provinces produce predominantly coal, but also cotton, timber and grain. These are relatively good ressources for a potential industry, but is lacking.
Strategy
Before westernizing
Qinghai will be a substate as long as it has not westernized or until a a revolution happens in China.
There is not a lot to do. One should encourage clergymen to 4% and bureaucrats to 1% as fast as possible. You need to have the education and administrative budget as high as possible, hopefully at 100%. Spending on soldiers wages is less important now, and military spending can be completely scrapped. Qinghai has no use of troops right now.
You can actually consider disbanding large parts of your military to safe money. It is important to keep at least one stack on your capital to prevent reactionary rebels.
If a revolution in Beijing happens, Qinghai will be independent. This is a double-edged sword, as they can now annex other countries for research points, prestige and territory, but on the other hand, one can face aggresion from China. China is much larger and has a way larger military, so resistance is almost futile. One could try to ally some of the other former substates like Guangxi or Yunnan, but any war will be difficult. Hopefully China will start by annexing other substates first.
In the case of independence Burma, Dai Nam or the other substates are the most obvious targets of conquest.
Post westernization
It is important research army technology as even a uncivilized China will still pose a threat. Getting a great power ally, preferably United Kingdom or Russia is advised. One should annex provinces producing iron to help the industry, and start to build the industry up around coal-heavy factories such as e.g. glass.
