Manchukuo is the northest part of 
China. It borders 
Russia, China and 
Korea. It is only present in the Vanilla edition, and in AHD and HOD, it is replaced by 
Manchuria.
It can be released by China.
Russia can peacefully get cores on and annex outer Manchuria with the decisions Peking Convention and The Ruler of the East. To do so, they have to sphere Manchuria. One cannot do anything to prevent it. In theory one can become civilized and great power before Russia spheres Manchukuo, but that is practically impossible.
