Kashmir is an Asian nation, which is releasable from 
Panjab. It is an One State Minor and one of the Indian minor. It can potentially form 
India if it is a great power. It includes many wars against the current owners 
United Kingdom.
In the 1861 starting date, Kashmir is independent as a puppet of Great Britain. The situation here is much worse, as Kashmir can then not attack any nation. When they are a puppet of UK, they can be annexed by the event The Doctrine of Lapse, if they are not controlled by a player.
They will initially only border 
China(
Xinjiang), UK and Panjab and because Kashmir is landlocked one will have a very hard time when attacking anyone else. Out of the three Panjab is the only sane target for conquest, but they are still much stronger. One should seek out and alliance with 
Sindh, 
Afghanistan or 
Kalat before attacking Panjab.
Ladakh has a core one a single province; Leh, so one can face Tibetan nationalist rebels, but it should not be a big problem compared to reactionaries.
