Luang Prabang is the uncivilized nation between 
Siam, 
Cambodia and 
Dai Nam. It is a one state minor. It only have control over Luang Prabangi Luang Prabang. It is torn in two and have only placed troops in Northern province. It has cores in Siamese Luang Prabang, but initially not a strong enough military to take the land back.
The main production is an RGO of 
Tropical wood, which can be sold for a little amount of ducats. The literacy is very low and the national focus should be used to raise the 
clergy to 4%.
Early Game
In the early game it is important to keep an eye on, what the 
United Kingdom is doing. United Kingdom will almost always either choose to attack or sphere Siamand 
Burma. If the UK increases influence with Siam, it is important to find an ally and attack Siam before it is sphered by UK. Unfortunately there isn't a lot of natural allies in the area. UK or China would be ideal, but often Dai Nam or Burma will have to do.
If UK decides to attack Burma or Siam with the place in the sun casus belli, one has to be ready to attack the same nation at the right time. One can always attack Siam, due to the reconquest casus belli, but if UK attacks Burma, one should produce a casus belli to attack, when Burma is left without allies.
