Georgia is a releasable country, and can be released by the 
Ottoman Empire or 
Russia.
If released by the Ottomans, Georgia will only receive the province of Batum on the border to Russia.
When released from Russia, Georgia is formed with the provinces Sukhumi, Poti, Pasanauri, Kutaisi, Akhaltsikhe and Tblisi, which becomes capital. Furthermore if it is released by Russia, it will get Russias slightly superior techs, although both Ottoman tech and Russian tech are lackluster at best. If released by Russia, it is advised to also release Azerbaijan and the surrounding nations to weaken Russia.
The nation, which the players choose to release Georgia from, also loses cores on Georgia, while the other one will keep theirs. Therefore, the nation that Georgia has been released from will form the most natural ally against the other one. Russia is usually the strongest of the two, and thus it is another reason to release the nation from Russia, if one wants the easiest game.
