Xibei San Ma is a state releasable from 
China. It is only present in Vanilla and is replaced by Chinese substates in A House Divided. It has a relatively large population, but nothing compared to China proper. At the start of the game, it is possible to remove a political reform as the upper house is 82 % reactionary. This makes it possible to chose 'ruling party only' as upper house policy, which makes it a little easier to control the political future of the nation.
