Orissa is one of the 
Indian princily states. It lies in eastern India bordering 
Bundelkhand, and 
Nagpur. It is a puppet of 
United Kingdom and therefore it cannot engage in war on its own. That makes it hard to westernize as conquest is usually the most effective way to westernize.
If the country is controlled by the AI, it can be annexed by the event The Doctrine of Lapse. There is not anything the country can do to prevent the annexation, but it cannot happen to the player.
Orissa holds cores on two provinces which UK controls at the start of the game: Vizagapatnam and Guttack. If Orissa actually manages to achieve full independence, they might retake them either by crisis or conquest.
