Xinjiang is a primitive nation that is a substate of 
China. It replaces the 
Xinjiang Clique from the vanilla game and is only available in AHD and HOD. Unlike what seems most natural, Uigur is only an accepted culture in Xinjiang, while Beifaren is the primary culture. It is by far smallest of the Chinese substates in terms of population.
It is the most western province and the least populated in China and it borders 
Tibet, 
Punjab and 
Russia.
Due to being a puppet, Xinjiang cannot declare war, and have to westernize in other ways. Encouraging 
bureaucrats and 
clergy is thus very important. One should have a 100% spending on education and administration, and save the money on the military instead. Xinjiang has no use of the military anyway. If China westernizes before Xinjiang China will annex it, but if Xinjiang manages to westernize before China, it will gain its full independence. China will however still have cores on Xinjiang.
Even if Xinjiang manages to westernize and thus break free, China will still be a significant threat due to the sheer size. Getting an alliance with either Russia or 
United Kingdom is key to succes.
