The Vatican Council is a decision available to 
Papal States.
It is visible if Papal States is an absolute monarchy (which is the case from the start of the game).
It is allowed if Papal states have invented Empiricism.
The decision gives 15 prestige and increases the relation with every 
catholic country by 10 at the cost of 1 infamy.
