Cambodia starts up as an uncivilized country and a puppet of 
Dai Nam. They usually never amount to anything else than being yet another country in Great Britains Sphere of Influence.
Cambodia has cores inside 
Siam, but it can do little to reclaim them. If one is lucky 
United Kingdom will release them, but that is a one in a million chance. In HOD one can try to make a crisis and hope for UK to help Cambodia.
In the 1861 scenario, Cambodia is a puppet of Siam instead of Dai Nam. It does not make Cambodias situation any better though.
Strategy
The strategy for 1836 and 1861 are roughly the same.
Cambodia is caught between a rock and a hard place. There are essentially two ways to proceed:
- Give in to reactionary rebels fighting westernization after actively provoking them. It will set Cambodia back to square 1, but it will also release them from being a puppet of Viet Nam (or Siam in 1861).
- Trying to bite your time, westernizing as a puppet of Dai Viet and then provoking rebels to break free.
If choice number two is taken, one should make sure to take as many westernization reforms at the same time right up to westernizing in order to provoke rebels as soon as possible.
