Tuscany is the 4th largest of the Italian minors. That puts it in a hard, but not impossible, position to form 
Italy. This includes sphering the other Italian minors and a war with the mighty 
Austria for 
Lombardia.
It starts the game in the sphere of Austria, which it Ironically later have to defeat in order to form Italy. In the meantime they may however prove useful as an ally.
The biggest threat in the game is the formation of Italy by any of the other Italian states. Usually, if Italy is formed it is done by the redshirts of 
Sardinia-Piedmont, but it can also be done by Sardinia-Piedmont the ordinary way, 
Two Sicilies or 
Papal States.
It is very hard to avoid the formation by Sardinia-Piedmonts redshirts, but one can avoid the other possibilities by preventing to be sphered by any Italian nation.
