Yunnan is a substate of 
China and is placed in South western China. It is the second largest behind 
Guangxi and it clearly have the potential to be successful on its own. Its biggest weakness is that it is unable to declare war and that it will be annexed by China when/if it westernizes. On the other hand, it will become fully independent if it westernizes before China. It is only present in AHD and HOD. In vanilla it is releasable as 
Yunnan Clique.
Yunnans production is mainly 
tea and 
silk which gives a fair amount of income early game, but is not good for industry.
Before westernization, there is not a lot that Yunnan can do. Encouraging 
bureaucrats to 1% and 
clergymen to 4% is important. One can safe money on the military for now and spend it all on administration and education.
After Yunnan westernizes, it will become fully independent, but China can still be a threat as China has cores on all of China proper, and it will start conquering the missing pieces once the sub-states are independent. China has bigger army than Yunnan, and therefore one have to seek out allies to defend itself. 
United Kingdom and 
Russia are the strongest allies, and will potential remove the threat for good. Alternatively 
Japan, especially after westernization, and the other substates can be good allies.
