Slaves are a POP type, which are members of the poor strata of the population. They are unwilling workers of RGOs and provide a bonus to the output of the RGO they work on, directly increasing the resource output of the province. However, they can only occupy up to 10% of the slots available in an RGO.
Slaves are special in several ways:
- They cannot vote even with universal vote franchise.
- They cannot promote, demote or migrate (and therefore they cannot be encouraged with a National Focus).
- They have no life needs.
- They cannot earn money to buy everyday and luxury needs.
- They can only exist in slave states. Countries that have abolished slavery have no slave states, so they have no slaves. When a country abolishes slavery, slaves will convert to either Farmers or Labourers depending on which RGO type they worked at.
Needs
Except for life needs (which are always 100% fulfilled since there are none), slaves will never have their needs fulfilled because they do not earn any money. (Very small slave pops (less than about 100) will show their everyday needs as fulfilled, and extremely small pops (less than about 5) show their luxury needs fulfilled, but this is because they need so little that the game rounds it to zero.) This contributes to them usually having very high militancy.
