Luang Prabang will be the safe nations to annex. More risky nations will be 
Siam or 
Dai Nam or even 
Japan. They can all be attacked for less infamy than normal, with the establish protectorate Casus Belli.

This can be incredibly useful for building early industry in the absence of capitalists by keeping the Reactionaries in power. Your ultimate goal should be to become powerful enough to take Indonesia away the 
Netherlands in order to secure more resources and territory.
