Manchuria is the northest of Chinas substates. It borders 
Russia, 
China and 
Korea. It is not as powerful as 
Guangxi or 
Yunnan but it has still the resources and population to be a powerful nation.
As Manchuria is a sub-state, it cannot declare war. Declaring war is one of most important factor in westernizing and one have to rely on literacy and 
clergymen. Manchuria lacks both. If China westernizes before Manchuria, it will be annexed, but if Manchuria manages to westernize before China, they will become fully independent. China will however still have cores on Manchuria.
Russia can peacefully get cores on and annex outer Manchuria with the decisions Peking Convention and The Ruler of the East. To do so they need to sphere Manchuria. One cannot do anything to prevent it. China is able to reject the convention, at the risk of war with Russia, but Manchuria has no say in the matter.
