Babylon is a state that can be formed by 
Iraq if they are a great power. Iraq is releasable from 
Ottoman Empire and is an uncivilized nation with a very low literacy.
The decision cannot be seen before one reaches great power status. Once formed, Babylon will have extra cores for infamy-free provinces. Babylon is considered an easter egg along with 
Jan Mayen and the 
Byzantine Empire.
The decisions says that Iraq will complete The Tower of Babel.
Because Babylon will inherit the culture of Iraq (Mashriqi) it is possible that Babylon can form 
Arabia.
