当玩家或者AI满足了特定条件后，一个决议 就可以被激活。 一些决议是一个民族独有的。它可以是像放弃芬兰或伦敦条约这样的特殊决议，也可以是贝尔福宣言和签署日内瓦公约这样的全球范围内的决议。这些内容可以在“政治”列表下的“决议”中看到。
正常情况下，一个决议只能被执行一次，但是一些成立类的决议可以被多次执行。
一个决议通常有四个要素：
- 显示决议的条件。如果这类条件未被满足，这个决议不会在“决议”列表中显示。
- 执行决议的条件。如果这类条件未被满足，这个决议将无法被执行。
- 效果。这决定了决议带来的影响。
- 描述。决议的标题、说明和配图，以增加玩家的代入感。
