法国是HM's Government或democracy政府且 美利坚合众国存在并且拥有省份纽约，在1850年后这个决议就会出现在tab里面。所有这些必需条件在游戏开始就会存在，除了the date of course。在法国研究了低成本冶铁之后就可以通过这项决议。
如果 法国和 美利坚合众国的关系高于50，AI就会通过这项决议。
它会让 法国移除0.5 斗争性并与 美利坚合众国提升100点关系，但真正的效果取决于美国得到什么。
事件
事件会给 美利坚合众国一个惊人的+500%同化率和200%迁移吸引修正。除此之外它给予了每月+0.04 威望。这个效果会一直持续到游戏结束。出于美国是民主国家且由于 美利坚合众国给予50%迁移吸引和同化率修正的决议The Homestead Act，美国已经获得了最多的移民和同化人数。
战略考量
从法国的战略角度来看，这不是一个好的决定，因为这对一个列强竞争对手帮助很大，而对法国本身的实际优势却微乎其微。
另一方面，如果玩家控制 美利坚合众国，那么和为了刺激AI通过这项决议而和法国提升关系是有利的。

It has been almost 100 years since France, and General Layafette came to the aid of the brave young American republic in her birth and most dire need. Since then, the American republic has served as an inspiration to freedom loving people everywhere, and has stood as a clear and voiceful reminder to the world of the possibilities of human liberty. Some within the French republican circles have suggested we celebrate this centennery by presenting to the American people a suitable gift to mark their first 100 years as a free people, and their historical bond of friendship with the French nation.
