火烧圆明园 是一个任何与大清 大清处于战争状态的列强可用的的 决议 。如果一个与中国处于战争状态之中的列强已经完成了对民族主义与帝国主义 的研究，并且中国拥有省份北京(省份代码1612），这一决议一将出现在决议选项中。当这一列墙成功控制了北京，这一决议将可以获得通过。

It gives 3 infamy and gives China the event Torching of the Summer Palace, which gives China 5 war exhaustion and removes 25 prestige from China.

It is from a purely strategic viewpoint not worth to take, as it does not do any thing positive for the nation, other than giving China war exhaustion, which makes it easier to win the war. If the Great power is in a position, where it has occupied Beijing, the war should be winable anyway.
