It can happen between 1837 and 1850, if Russia has researched Experimental Railroad and has built a railroad in St. Petersburg.
It has a mean time to happen of 5 months, which decreases by 25% after 1839 and another 5% after 1842.
It gives Russia 2 prestige.
Ingame description
In 1837 a 26 km long rail line was built connecting Skt. Petersburg with a royal residence in Czarskoe Selo. This was the first rail road in the Russian Empire.
The event description will not change, even though Russia might have changed government type.
