The Peasant Reform is a decision for 
Russia.
The requirements are one out of the following:
- at least 30% liberal in Upper house and average consciousness at least 3.0
- Current government is liberal and average consciousness or militancy at least 4.0
The effects are that Russia lose 4 infamy and gain 0.05 years (roughly 18 days) worth of research points.
On top of that all 
farmers and 
labourers gain 1 consciousness and lose 2 militancy.
