Raiding the garrisons is an event that will happen to 
Texas right at the beginning of the game without any requirements.
It gives a long list of goods:
- 100
small arms - 200
canned food - 50
artillery - 50
luxury clothes - 50
wine - 50
liquor - 100
ammunition - and last but not leat 1000£
The event makes it possible to run a deficit during the war with 
Mexico, but it is still very hard to win the war without the help of 
USA
