It requires the nation to have researched Mechanical Production and the state of Svealand (Province of Norrköping, to be precise) to have a Machine Parts Factory. It raises the factory Troughput by 5% in the province of Norrköping and gives 5 Prestige to Sweden.

One might need to appoint a party with State Capitalism or Planned Economy in order to manually build a Machine parts factory. If waiting for the capitalists to do it, the conditions will almost never be met.
