France has 11 generals and 2 admirals at the beginning of the game

Leaders (General / Admiral) are characters, which are in charge of an army or a navy. They give the army advantages and disadvantages based on their background and personality. Leaderless armies fight worse than armies with leaders.

Each leader is randomly assigned one Background and one Personality when he is created. These traits are applied to whatever army or fleet the leader is assigned to. Traits can affect the following:

  • Organisation: Percentage modifier to the unit's maximum organization.
  • Morale: Percentage modifier to the unit's morale. Morale increases the speed with which your units regenerate organization.
  • Attack: Modifier to dice rolls when the unit is attacking.
  • Defense: Modifier to dice rolls when the unit is defending.
  • Reconnaissance: Modifier to reconnaissance (per unit?). Reconnaissance increases your occupation speed and reduces the enemy's bonus from digging in.
  • Speed: Percentage modifier to unit speed.
  • Experience: Percentage modifier to unit experience gain.
  • Reliability: Modifier to soldier POP militancy.

Additionally leaders have their own prestige (the yellow bar left to the portrait), which can increase through battles and experience. It should not be confused with the prestige of the nation.

The prestige of the leader influences morale and organisation, as detailed in the tooltip for it.

Recruitment

The percentage of the POP type Officers mini.pngofficers of the total population affect how many leadership points a nation gets pr. month. The cap is 3 leadership points pr. month, which is achieved if 0.2% of the population is officers.

When a nation has 20 leadership points it can recruit a general or admiral. The westernization reform 'Officer training' also gives a positive modifier to leadership points.

The recruitment and/or assignment can either be controlled manually or be automated.

Managing leaders

Generals and admirals can be assigned manually through each stack, or it can be assigned to be done automatically in the military tab. When done automatically leaders will be assigned at random. If it is left to be done automatically, one can choose leaders that should not be used to sort out the really bad ones.

This can be done for both admirals and generals independent of each other.

Leaderless units

Leaderless units have the "No Background" and "No Personality" traits, which give the following penalties:

  • Attack −2
  • Defense −2
  • Morale −20%
  • Organization −20%
  • Speed −10%
  • Experience −50%

Therefore it is almost never a good idea not to have an army without a leader, even though they have very bad traits.
