The Royal Order of Francis I is a decision, which is unique to 
Two Sicilies.
It requires that Two Sicilies has at least 25 prestige and is an Absolute Monarchy. It gives 0.02 years worth of research points as well as 2 prestige.
It might be a good idea to not enact this decision as soon as it is available, since the literacy and percentage of clergy in Two Sicilies will rise as the game goes on, and therefore the bonus will be larger, if one waits.
