未开化国家是指那些还没有西化的国家。 和开化国家不同,未开化国家不能通过通常手段建造工厂,不能成为次强列强,国际排名也永远处于开化国家之下。未开化国家需要通过西化来转变为开化国家。

未开化国家拥有如下修正:

科技与研究

改革界面

未开化国家不能像开化国家一样研究新科技,普通的科技界面不允许选择新科技进行研究。相反,你可以把你的研究点数累积起来,直到你有足够的点数在政治界面上实施一项改革。改革界面与开化国家(政治和社会)的改革不同,未开化国家有军事和经济改革,你可以用研究点“购买”它们,只要你有足够的积累。每一次改革都会带来不同的奖励,并且每一次改革都会增加你的开化进度。你的开化进度可以在改革界面的底部看到。当进度条为100%时,将解锁“西化”按钮,点击它会使你的国家变为开化国家,并给予你等同于8个列强平均科技的科技。

开化进度在15%以下的未开化国家称为“原始国家”;开化进度在20%-50%之间的,称为“未开化国家”;开化进度在55%-95%之间的,称为“部分西化国家”。这些标签并不影响游戏,仅仅用来表明这个国家离西化有多近。
