修建埃菲尔铁塔是一个法国的 decision, 旨在于巴黎修建世界闻名的埃菲尔铁塔。该决议要求法国触发 event Shall we host a world fair，且法国选择了举办世界博览会。之后，法国需要研究完成科技Cheap Steel。在1849年到1935年期间，凡是拥有超过200点工业分的列强或者拥有超过500点工业分的开化国家都有机会举办世博会。但是mean time to happen长达66年。不过随着游戏的进行，mean time to happen将减少一半左右。

值得重视的是，一旦The World Fair is Opened出现, 法国将失去修建铁塔的修正。因此，在第二个世博会事件出现前尽快研究Cheap Steel 相当必要。

完成该决议可获得22 prestige，此外，还将获得每月0.05 prestige 的永久加成（总计每20年获得1.2prestige）(adding up to 1.2 pr. 20 years).
