EU3toVic2 is a planned save game conversion utility,not a mod, designed to convert EU3 savegame files into Victoria 2 scenarios.

Province ID link format is: 

Example 1: link = { eu3 = 998 vic = 501 vic = 503 vic = 504 } (one to many conversion)
Example 2: link = { eu3 = 111 eu3 = 112 vic = 901 } (many to one conversion)

Country ID link format is: 

Example 1: link = { eu3 = ALH vic = ABU } (one to one conversion)
Example 2: link = { eu3 = BAV eu3 = WBG eu3 = ANS vic = BAV } (one to many conversion)
