Radical Reconstruction is an American decision that can be taken if 
USA wins the American Civil War. Or at least if it owns Richmond (ID:211), Montgomery (ID:195) and New Orleans (ID:139), the civil war has happened and if 
Confederate States of America doesn't exist.
It also requires that the average militancy is below 4. It removes 3 war exhaustion and lowers both militancy and consciousness for all Dixie POPs by 5.
It paves the way for the event Rise of the KKK, which gives militancy and consciousness for Dixie pops. The amount given by that event is however lower than the amount removed by this decision, so one should not refrain from taking Radical reconstruction in fear of the Rise of the KKK.
