This is a modding guide for Save-game editing.
Save location
Save files are located in Victoria 2's installation directory (ie C:\Program Files\Steam\SteamApps\Common\Victoria 2\). Unlike more recent Paradox Interactive games, they are not located under Program Files.
Editing
The save games are very large, so it is not recommended to use Notepad. Instead use Notepad++ or Sublime Text to edit saves.
