政府类型

政府类型决定了许多因素，其中最重要的是：在国内举行选举、君主任命执政党的能力以及限制执政党的意识形态。法西斯主义专政和无产阶级专政拥有特殊的宣战理由来向其他国家传播他们的意识形态。不同类型的政府可以改变国家的名称和颜色，并且每个国家都有不同的国旗来对应不同的政府类型（分别为：君主制、民主政体和总统/资产阶级专政、无产阶级专政和法西斯专政）。政府类型的改变可以通过政治改革（主要是投票权）、事件、决议或成功的叛军起义来实现。

所有的未开化国家（除了 Liberia）都是绝对君主制。未开化国家在西化前不允许实施政治改革。
