Government types decide many factors, some of the most important being: holding elections in country, ability for monarch to appoint ruling party and limiting ideologies of possible ruling parties. Fascist Dictatorship and Proletariat Dictatorship get special Casus bellis to spread their ideologies to other countries. Various governments can change nations' names and colors, and each tag has a different flag for each government type (one for monarchies, one for democracies and presidential/bourgeois dictatorships, one for proletarian dictatorships, and one for fascist dictatorships). Change of government type can be achieved by political reforms (mainly Vote Franchise), events, decisions, or successful rebel uprisings.

All uncivilized nations (except Liberia Liberia) are absolute monarchies. Political reforms can't be enacted before westernizing.
