The War of the Pacific is a war between 
Chile and 
Bolivia, when Chile attacks to retake the core in Bolivian Atacama.
It will often have 
Peru on the side of Bolivia as they start the game with an Alliance. 
Argentina, 
Brazil or 
Paraguay will often be either on the side of Chile or fighting Parallel wars, as they have cores on Bolivia as well.
