The Tanzimat Reforms is a decision available to The 
Ottoman Empire.
All pops that are not Turkish in the Ottoman Empire will lose 3 militancy and gain 1 Consciousness. The requirements are that the POPs has a least 3 average militancy and at least 4 average consciousness.
Tanzimat means reorganization in Turkish.
