The Emz Ukaz (eng: The Ems secret decree) is a Russian decision. It simulates the banning of writing in Ukrainian language

It is visible if:

• Russia is an Absolute Monarchy
• It owns Kiev
• It has researched phenomenalism
• Germany exists and owns Mainz

The decision can be taken once Russia have researched biologism. It gives all Ukrainian pops 3 militancy and removes 2 consciousness.

It is generally not a good decision to take, as it can spark Ukraine nationalist rebels.
