俄罗斯的决议.
它会给予 5 威望并且将首都从圣彼得堡迁至莫斯科。
为了激活此决议，除俄罗斯外的其他国家需要控制Viipuri(省份ID 399)。
如果
芬兰独立，可能会激活此决议。
如果首都会给敌人一个可观的战争分数，并且莫斯科显然更难围攻，如果产生可能性的话迁移首都可能是个不错的方法。然而通过主动寻求失去Viipuri以主动追求条件并不是一个好方法。
