亨利·杜南 (1828-1910) 日内瓦公约的提出者

签署日内瓦公约是对所有开化国家都可用的决议。日内瓦公约是关于战争中人道主义的一系列国际法案[1]。签署该公约后直至游戏结束，恶名每月增加0.01，但厌战度每月下降0.02，同时军队组织度恢复提高5%。

决议可用的前提条件是瑞士执行了日内瓦公约决议，并且该国恶名低于25。只有当任意列强的厌战度达到5，同时日内瓦被瑞士控制，瑞士才能执行决议日内瓦公约。而瑞士一旦执行了其专属决议日内瓦公约，就会自动签署公约，因此瑞士是唯一一个不可能执行签署日内瓦公约这个决议的国家。

每个月增加0.01恶名意味着10年才增加1.2恶名，所以执行这一决议是完全值得的。实际上这一决议的效果只是降低了恶名下降的速度，因为处于和平时，每个月自动下降0.1恶名，执行该决议后变为下降0.09恶名，战争状态下每个月下降0.033恶名，执行该决议后变为每个月下降0.023恶名。

原版

在原版游戏和兄弟阋墙DLC中，该决议的效果则是降低1恶名，同时略微限制最高军事开支。
