'''Clay and Douglas Draft''', otherwise known as the [https://en.wikipedia.org/wiki/Compromise_of_1850 Compromise of 1850], is an American [[decision]] related to the [[American Civil War]]. Among other things, the compromise set the borders of Texas and disallowed slavery in California. It can be taken before the war, if {{flag|USA}} has [[political reform|slavery allowed]] and an average [[consciousness]] of at least 4. It shows up in the decision tab, once consciousness reaches 3.

The effect is that it lowers conscioussness by {{green|2}} for the entire population. Contrary to the real life draft, the decision has no effect on California or Texas or any of the other issues, that were part of the compromise.
