'''Bhutan''' is a small nation in the Himalayas. It is surrounded by {{flag|Tibet}}, {{flag|Sikkim}} and the British controlled {{flag|India}}. It is one of the smallest and most difficult nations in the game. 
It is advised that one allies with either Sikkim or {{flag|Nepal}} and annexes the other, it is better if one annexes Nepal because it has more population than Sikkim. If Tibet becomes free of Chinese rule, it is a good choice to annex them as well, as it is the only other place with Bhutan's accepted culture Tibetan.

There are also Tibetan [[POPs]] in {{flag|Panjab}}-owned {{flag|Ladakh}}, but they are a very hard target without powerful allies.
